The Envy 4528 printer installed 9/2017 never worked properly as a web printer so we used the USB connection which worked. But we recently found that scanning does not work. The printer did not recognise the pc and from the pc you got the message that no Envy printer is available. So I downloaded the installation program given for this printer modell on the HP web site, deleted this printer first and then reinstalled using the "complete installation".of this "easy installation..." file.
Still the same scanning problem prevailed. Looking and found that the folder C/program files(x86) / HP/ Envy 4520 series created when the printer was first installed 2017 was still there so I deleted it (recycle bin) to no avail. Next I tried deleting the printer and reinstalling it from the "Easy installation" file and also restored the previously deleted 4520 series folder. The result was an even worse situation, neither printing nor scanning worked! I fear that old installation folders, which are not deleted when deleting the printer, and the new somehow interfer.
What can be done to solve the problem?

I See that uninstallation did not go through, need not worry.
Let’s try to fix this issue by doing a clean install.
Follow the steps mentioned below:
First, unplug the USB cable from the printer is present.
Go to Control panel – Programs and feature – Select all the HP ENVY printer entries and uninstall them.
Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
Restart your computer.
Click the bottom-left Start button on the desktop, type device manager in the search box and tap Device Manager on the menu.
Once in device manager, click on the view tab in the top & choose “Show hidden devices”.
Then from the device manager list, check the entries under “Printer” – If there are any entries, please right click and choose “uninstall” – In the confirm device un-install pop-up, make sure you select the box which says “Delete the driver software for this device".
Also, check the entries under "printer queue" and "imaging devices" and repeat the same exercise.
Delete any printer entry or any entry which says “Unknown device”.
Once done, close device-manger.
Then press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" and press enter.
Under print server properties, go to drivers - remove any entry there as well.
Again, go to Run window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
Once done you can try cleaning out your temporary files and cached files.
You can try using automated applications like some cleaner software's that you can download from the internet.
Now restart your computer again.
Open the Run window again, type “services.msc” and press ok to get services window.
Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties.
Make sure the service is started and startup type is “Automatic”.
Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
Repeat the same exercise on “Function Discovery Resource Publication” as well.

Sorry I forgot to mention. The operating system is Windows 10. And also actually the printing, but not the scanning, works if I connect the printer via the USB cable. If I switch to web printing (on the 4528 printer short cut icon) neither function works.

I see that you can print and the scan works using the USB thanks for the information.
I recommend you delete the driver at the root level and retry, follow the steps below:
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose `Delete' or `Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between "printui.exe" and "/s")
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
Then, Click on this link: https://hp.care/2qldxoS to download and install the printer drivers.

Note:
- Make sure the printer is connected to the network. (blue light on the printer should be steady)
- Check if the copy is working fine.
If the copy is working fine, follow the steps mention in the previous post.

I went through the installation according to your instructions. Only point 11 I could not follow as in the "Printer server properties" window the Apply tab was deactivated. On the other hand there was no HP 4520 driver listed in this window so may be this is not important.
I did install the setup program (driver ver. 40.11) and did the installation of 4520 as a web printer. In the end of the installation there is a text in the installation window saying "Instruction about your device". I clicked home use. After this when I clicked "continue" the window goes blank. I waited quite some time but nothing happened so I tried closing the window. Now I get the alternatives cancel/continue. In the latter case the window just stays blank, in the former I am asked to save to clipboard. Very strange, I did not want to wait further so I saved to clipboard and closed the window.
However, THE SCANNING STILL DOES NOT WORK but the same error message comes "4520 series not found". For scanning pictures I use the IrfanView program, If you try scanning from there you can select froma list "4520 series TWAIN 2.1", but when you start the scan the same error message shows up and after that I am told "error TWAIN driver not installed" (If I try scanning from the printer the same error message as above turns up)
What do you think about this?!

With these latest instructions now finally the printer works as it should, both printing and scanning. (Copying always functioned but has not been much used). So thank you very much. I will save these instructions in case they are needed in the future.
