When printer boots, all I see on the display is Hewlett Packard. I have no access to the menus, All buttons are not functioning. I have a green light and a orange light (orange light not blinking) . The manual says if orange light is not blinking, it means more than one toner cartridge empty. If this is the case, should I have access the menu to navigate in the sub menus even if the orange light is ON?

Your printer is not initializing properly, you can try cold reset it might help.
Turn the printer OFF. Press and hold the right arrow and cancel button, turn printer ON, keep those 2 buttons pressed until you get a Permanent storage initialization message on your screen.
