I set my paper size from letter to A4 paper applied my settings closed it out, but when I went back into printer preferences the paper size went back to letter. I then attempted to set the preferences in Windows 11, but with the same results. Why does this happen? It makes no sense.

No Size? If the size of the Paper Size is not included in the Drop-down list, consider / try: Create a Custom Paper Size Form.

Select / leave preferred Printing Preferences Shortcut to "Everyday General Printing" or something equally benign.
With Full Driver printer Software installed,
- Printing Preferences > Shortcuts > edit / adjust / save / leave selected as default
- Printer Properties > Advanced > Select the installed HP driver (as opposed to a Microsoft / IPP driver)
- Printer Properties > Advanced > Printing Defaults
Where available and if installed with HP Smart application:
NOTE >> Less Common only because the settings are unique to the HP Smart Printing Queue
- HP Smart Printing Queue - Presets (Custom Shortcuts) - works at least with HP Smart and Word
