After months of trying to get my printer working I need a solution.
Operating System - Windows 10 x64 Version 1909 Update KB4532695 installed 2/3/2020
I have used many different methods of trying to get this printer installed and reliable to use as a printer and scanner.
So far I have used HP Print and Scan Doctor versions 5.0.5, 5.0.6 and 5.3 with no luck. When I run PSD I now have 4 different printers labeled as HP Officejet 3630 Series (Network), HP Officejet 3630 Series (NET)2 and (NET)3 and (NET)4.
When I run the PSD program and select "fix printing" I get different results depending on which printer I choose, ranging from "full software not installed" to no problem found, but the test print fails and I can't print from any application.
The print job shows in the queue but fails to print.
Also scanning fix shows no driver installed and fails.
I have gone thru all the recommended fixes on the forum, but nothing I try works.
I would REALLY like someone to come up with a final solution to this problem that has been ongoing to long.

I appreciate your efforts in trying to resolve the issue with the printer drivers. Let us try the steps below-
Restart the print spooler and try uninstalling the drivers
Press “Windows key” + “r” to get the “Run” window.
Type "services.msc" to get Services – Go to “Print spooler” – Right-click and “Stop” the service.
Now again open "Run" - Type “spool” and ok - Go to PRINTERS folder - delete everything in that folder.
Go to services again - Start the print spooler.
Now uninstall and reinstall the printer driver. Follow the steps below-
1) In Windows, search for and open Programs and features
2) Select your HP Printer
3) Select Uninstall
4) In Windows, search for and open Devices and printers
5) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose ‘Delete’ or ‘Remove Device’
6) Open up the run command with the “Windows key + R” key combo.
7) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe”
😎 Click on the “Drivers” tab
9) Look for the HP Printer driver. If you see it Click on it and click Remove at the bottom
10) Select Ok
11) Select Apply and Ok on the Print Server Properties windows
12) Close Devices and Printers.
Now, download and install the full-featured software from here.
If the issue persists, I would suggest you try the Windows built-in drivers. Follow the steps below:
• Go to Control Panel - Devices and printers - Click on "Add printer" and follow the on-screen instructions.
• When the page prompts for the drivers, select "Windows update". The driver list will be updated.
• Click HP, Hewlett Packard, or Hewlett-Packard in the Manufacturer pane, and then click the name of your printer in the Printers pane.

I used TEJ1602 procedures with the following results:
Plan A: Using the HP Smart app - When I started the app it showed the printer as installed and ready along with ink levels. I selected print option and it returned printer not installed. I used the fix option of HP Smart and it exited with a driver not installed error. I tried the Scan option and it worked. Bottom line is the Plan A option didn't resolve the printing issue.
Plan B: Using Windows Control Panel Devices and Printers is used the Add Printer option, but it only returned the DIRECT printer for installation. I then used the Advanced Printer Setup and it found the correct HP Officejet 3830 printer. I selected it and used the Windows Update option. Under HP I found Officejet 3830. Used that and WONDER of WONDERS it installed.
Going back to HP Smart I was able to completely install the printer. it now works so far. I've rebooted a few times to see if it's stable and it appears to be.
I also had the problem on my laptop which I used another method to get work. I reloaded Windows and didn't install the November 2019 Feature Update so the Windows Version is 1903. I then used HP Smart and it installed without a problem. I'm wondering if something in the November update might have caused the problem
I"m going to mark the issue resolved because as far as I'm concerned I now have printing available on both of my used to be broken systems.
