since I have started my new HP laptop and tried to install the correct printer driver, I keep on getting a pop up window with a scam saying "printer driver error" with a blue button FIX NOW.  

I managed to get rid of it last time that I logged in, via the Task Manager, but it doesn"t work this time.

How do I permanently get rid of it please?

I’m sorry you had to deal with this, while installing the printer drivers in your new laptop. Based on the message you described, “Printer Driver Error…Fix Now” does not look like a normal HP printer error or HP diagnostic message. The wording and the request to take immediate action are concerning.

HP is aware of technical-support scams in which callers impersonate HP, request remote access, or direct customers to install software. HP specifically advises customers not to provide remote access, passwords, payment information, or install software requested by an unsolicited caller. 

Please do not click “Fix Now”
If that popup is still appearing, do not click the “Fix Now” button and do not call any telephone number displayed by the popup.

 

I request that you remove that printer app that has been installed from the installed apps on the laptop and do not download or install anything that is not from HP.

And only use official links for HP App:

 

HP app for iOS (Apple App Store)

HP app for Mac (Apple App Store)

HP app for Android (Google Play Store)

HP app for Windows (Microsoft Store)
 

HP's official guidance specifically recommends changing passwords and running a security scan if you believe a scammer may have accessed your computer: HP Fraud Alert: Protecting yourself from scams | HP® Support
