@ace54858,

Good Day.  A warm welcome to the HP community. I reviewed the case regarding issues with installing the printer on your Windows 10 computer. It gives the error message the printer driver is not compatible with a policy enabled on your computer that block NT 4.0 driver “. Superb description, brilliant troubleshooting and terrific observations made before posting. Kudos to you for that. 🙂

To assist you with accurate information I would require more information regarding this:

For now, try these steps:

Then perform a root level uninstall and reinstall of the printer drivers by following these steps:

  • First, unplug the USB cable from the printer, if present.
  • Go to Control panel – Programs and feature – Select all the HP Envy printer entries and uninstall them.
  • Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
  • Restart your computer.
  • Click the bottom-left Start button on the desktop, type device manager in the search box and tap Device Manager on the menu.
  • Once in device manager, click on the view tab in the top & choose “Show hidden devices”.
  • Then from the device manager list, check the entries under “Printer”  – If there are any entries, please right click and choose “uninstall” – In the confirm device un-install pop-up, make sure you select the box which says “Delete the driver software for this device".
  • Also, check the entries under "printer queue" and "imaging devices" and repeat the same exercise. Delete any printer entry or any entry which says “Unknown device”.
  • Once done, close device-manger. Then press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" (there is a space between .exe & /) and press enter.
  • Under print server properties, go to drivers - remove any entry there as well.
  • Again, go to  the run window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
  • Open run again, type “%temp%” and press enter to get the temporary files. Delete all the files here. Skip the items which cannot be deleted.
  • Now restart your computer again.
  • Open the Run window again, type “services.msc” and press ok to get services window.
  • Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties. Make sure the service is started and startup type is “Automatic”.
  • Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
  • Repeat the same exercise on “Function Discovery Resource Publication” as well.

Now, go to https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-officejet-4630-e-all-in-one-printer-se...  to download and install the software.

Connect the USB cable if prompted and follow the onscreen instructions to complete the installation.

This should do the trick for you.

If this does not do the trick, please download the Windows Built-in drivers by following instructions from this link: https://hp.care/2o3acvH

  • Perform steps 2 and 3 to remove the printer and re-add it. This should do the trick for you. There is an associated YouTube video on how to do it.

This should do the trick for you.

Otherwise please try the basic drivers also from this link: https://support.hp.com/us-en/drivers/selfservice/hp-officejet-4630-e-all-in-one-printer-series/53050... if the issue persists.

One of these will do the trick for you.

Perform all these steps patiently as it is critical to resolving the issue. Good luck to you. I will keep a watch for your response.  Please note that I am not overloading you with steps but instead, giving you more information to work with.

We are as eager as you are to get the issue fixed. I request you to perform all these steps till the issue is fixed.

Let me know how it goes and you have a great day!

ok i did all what you said to do the first time i tried to conntect wireless and it said it couldn't do so over the net work so i tried yet again this time using usb and i got printer connection unsuccessful too check the cable which is fine. i even tried using the built it windows add device and that came up saying the driver not found or something in that manner which is same as before.  i know the printer work's fine as we have another pc not mine of course so i can't use it but it print's fine off that one over the network.  and like i said it was working fine till i had to do a refresh of my pc then it started doing this.

@ace54858,

I have reviewed the post comprehensively. Thanks for responding. Your brilliant efforts, superb technical skills and immense patience are laudable. Kudos to you for that. 🙂

It boils down to one thing here. Other products work correctly with the printer. Then the operating system is the culprit here. Please backup any important data on the computer. Then perform a complete reset or reinstallation of the Windows operating system or a recovery if it is an HP computer.

Then reinstall the printer drivers from the link mentioned above. This should do the trick for you. Now trust me I've done all I can to assist you here by keeping your best interest in mind. It has been an absolute privilege to share this platform with you and a pleasure to work with you.

If this helps, then to simply say thanks, please click the "Thumbs Up" button to give me a Kudos to appreciate my efforts to help. If this helps, please mark this as Accepted Solution as it will help several others with the same issue to get it resolved without hassles.

Take care and have a blessed year ahead. Stay healthy and smile big:)

I read the quick response. Thanks for replying. You will need the recovery media of the original HP image to perform a recovery on the computer. Then you ming need to reinstall the printer drivers. I will send you a private message to assist you with the next course of action.
