Hello!

Please tell me how to fix this problem (HP LaserJet Pro MFP M28w Printer).

When updating Windows 11, the following message appears:

1. Understand the Error

Error 0x80070103 usually means Windows is trying to install a driver that is already installed or not compatible with your system.

This is common when Windows Update tries to push generic drivers that conflict with the printer’s original drivers.

 

2. Skip or Hide the Update

Press Win + I > Windows Update > View update history > Uninstall updates.

Or use Microsoft’s “Show or hide updates” troubleshooter (Download here) to hide this specific driver update so Windows stops trying to install it.

 

3. Update Drivers Manually

Go to HP Support - M28w Drivers

Download the latest full feature driver or driver package compatible with Windows 11.

Install it manually rather than letting Windows Update do it.

 

4. Remove Conflicting Drivers

Press Win + X > Device Manager > Universal Serial Bus controllers / Printers

Right-click any HP M28w entries and choose Uninstall device.

Disconnect the printer, restart the PC, and reconnect it. Windows should detect it and use the correct driver.

 

5. Clean Windows Update Cache

Press Win + R, type services.msc, and stop the Windows Update service.

Go to C:\Windows\SoftwareDistribution\Download and delete its contents.

Restart Windows Update service and check for updates again.

 

6. Test Printer Functionality

After manually installing the driver, print a test page to ensure everything works.

The update error should no longer appear if the correct driver is installed.

Thank you very much for your response and suggestions for solving the problem when When you update Windows 11, you get the message:

Unfortunately, the problem could not be solved.

You can hide the driver update so that it is not visible. But this is a COSMETIC product that does not solve the PROBLEM ITSELF.

Manipulations with the removal of drivers through Device Manager, as well as clearing the Windows\SoftwareDistribution\ cache, did not yield results.

If hiding the update and reinstalling the driver didn’t help, here’s the next level of fixes:

 

Completely remove old HP drivers

Disconnect your printer.

Press Win + R → type “printui /s /t2” → Enter.

In the Print Server Properties window, delete all HP LaserJet M28w drivers and driver packages.

Also open Device Manager → View → Show hidden devices → Print queues / Printers, and uninstall any greyed-out HP printer entries.

Restart your PC.

 

Reinstall with the latest HP driver only

Go to the HP Support page for LaserJet Pro MFP M28w.

Download the “Full Feature Software and Driver” (not the basic one).

Install it with the printer disconnected — only plug it in when the installer asks.

 

Prevent Windows from reinstalling the old driver

Press Win + R → type gpedit.msc → Enter.

Navigate to:
Computer Configuration → Administrative Templates → Windows Components → Windows Update → Do not include drivers with Windows Updates

Set this policy to Enabled.

This stops Windows Update from forcing the faulty USB driver again.

(If you’re on Windows Home edition, this option isn’t available, but you can use Microsoft’s “Show or Hide Updates” troubleshooter tool to hide that update.)

 

Verify operation

After installation, go to Settings → Bluetooth & Devices → Printers & Scanners.

Print a test page or scan using HP Smart App.

The update error will remain listed in Windows Update history (cosmetic), but the printer should function normally.

and reinstalling it on the laptop,

Regarding Your Concern About Other Driver Updates

Enabling “Prevent Windows Update from installing drivers” will stop Windows from automatically installing all types of drivers through Windows Update — not just for the printer.

So, if you want other device drivers (graphics, audio, chipset, etc.) to keep updating normally, you have two options:

 

Option 1: (Recommended)

Keep the setting enabled for a few days to ensure the printer continues to work fine.
Then, you can disable it again:

Press Win + R → type gpedit.msc → Enter

Go to:
Computer Configuration → Administrative Templates → Windows Components → Windows Update

Open “Do not include drivers with Windows Updates”

Set it to Disabled or Not Configured

Click Apply → OK

This will allow Windows to update drivers for other devices normally again.

 

Option 2:

Leave the setting enabled permanently, and install other device drivers manually from the manufacturer’s websites (NVIDIA, AMD, Intel, HP, etc.).
