Hi @Frankie2023,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand your HP OfficeJet 4650 All-in-One Printer is experiencing a power or display issue. Here are a few steps you can try to resolve this:
1. Perform a Hard Reset:
- Unplug the power cord from the back of the printer while it's still on.
- Wait 60 seconds.
- Press and hold the Power button for 15 seconds to drain any residual power.
- Plug the power cord back in and turn on the printer.
2. Check the Power Source:
- Make sure the printer is plugged directly into a wall outlet rather than a power strip, as some strips may not supply enough power.
- Try plugging it into a different outlet to rule out electrical issues.
3. Inspect the Power Cable:
- Ensure the power cable is firmly connected both to the printer and the outlet.
- If possible, test the power cable on another compatible device to see if it's functioning.
4. Reboot the Printer in Recovery Mode (if applicable):
- Unplug the printer from the power source.
- Hold the Power button for 15-20 seconds.
- Plug the printer back into the outlet while continuing to hold the power button for a few more seconds.
5. Check for External Damage:
- Inspect the printer for any signs of physical damage such as the power button being stuck, or broken ports.
6. Try a Different Power Adapter (if available):
- If you have a spare power adapter, you might want to try using it to rule out issues with the power supply.

I hope this helps.
Take care and have a good day.
