After months of working fine, I can no longer print or scan from my MacBook to HP OfficeJet 4650. I open up HP Smart app, choose either print or scan, and am sent to a page asking me to sign into my HP account. I put in my login info and the app screen says "loading HP account" with the spinny thing. After about 30 seconds, it says "Find open browser window, then sign into HP account." No such browser window appears, opening up a window at HP.com and logging in that way doesn't work. I've tried on Safari and Chrome. Help??

I understand the HP Smart app is not working properly and you are not able to login.
To assist you better, did you download this app from the App Store?
Which version of the HP Smart app are you using?
Go to HP Smart>About HP Smart. (The current version is 13.5.0)
Kindly check for any updates for this app in App Store.
Also, check for any software updates on Mac
Click the Apple icon > About This Mac > Software Update and install any available update.
Meanwhile, you may use the HP Easy Scan app to scan from the Mac as a workaround.
Update the printer firmware
Click here to download and install the latest printer firmware from your Mac.
Click here to know different methods of updating printer firmware.
Also, check for any software updates on Mac
Click the Apple icon > About This Mac > Software Update and install any available update.
Install the printer using the AirPrint driver for printing (recommended)
1.) Click the Apple menu, click System Preferences, and then click Print & Scan or Printers & Scanners.
2.) Check if your printer name displays in the Printers list, If your printer is listed, click the printer name, click the minus sign to delete the printer.
3.) If you see multiple printer queues for the same printer, remove all extra printers by selecting them one at a time, and then clicking the minus button at the bottom of the list.
4.) Click the plus sign click Add Printer or Scanner, click the printer name.
5.) Click the Use or Print Using menu, select AirPrint in the pop-up menu. Then click Add.
Note: Select "Bonjour multifunction" under kind while installing.
Try printing.
