Please read Note: Disconnect from Virtual Private Network (VPN) connection before downloading.
So "Close" your VPN.

My question was not do I have to close my VPN before "DOWNLOADING" the software. I have no idea where that note came from you quote. I asked if I had to turn off my VPN when I "USE" the "HP Smart" app. I have the app downloaded and installed successfully, the icon is in my Dock. This happens (the never ending spinning circle) when I attempt to open the app to say...Scan a document.

This question must be answered by your VPN provider.

was the app really installed completely?
Have you registered?
Was the installation performed with VPN or without VPN?
