I'm an in-home computer technician and have setup or been called to fix connectivity issues for about five Officejet Pro 8130 series printers in the past month.
The first time I experienced a connectivity issue I connected the printer via ethernet, updated the firmware, then lost connectivity. The printer defaulted to a 169.254 IP address. I ended up using the wireless connection instead.
In the past few weeks I've been called out to fix issues where a previously setup printer stopped communicating with the router when connected via ethernet - again the IP address 169.254.x.x is shown. As soon as the printer is connected via wireless, a proper IP address is received and communication is restored.
The problem has happened with AT&T gateways, Spectrum Business routers, and Spectrum residential routers of multiple varieties. Thus the problem is most likely Firmware 6.23.3.71-202502131608 which has caused the printers to stop receiving a DHCP assigned IP address from the router/gateway.
HP: Please fix the issue and release a new firmware.

Sharing a few steps that can help and that you can try on the printers where you face issues.
Troubleshooting Steps to Try:
- Perform a Network Reset:
- On the printer control panel, go to Settings > Network Settings > Restore Network Defaults.
- Reconnect the Ethernet cable and check the IP address.
- Manually Assign a Static IP:
- Access the printer's Embedded Web Server (EWS) via its temporary IP (or through wireless).
- Navigate to Network Settings > TCP/IP > Manual IP.
- Set an IP address within your router’s DHCP range but outside of the dynamic pool (e.g., 192.168.1.240).
- Set Subnet Mask to 255.255.255.0 and Default Gateway to match the router.
- Check Router Settings:
- Ensure DHCP is enabled and that there are no conflicts or restrictions on Ethernet ports.
- Disable IPv6 temporarily (if enabled) to see if it affects IP assignment.
- Firmware Update or Rollback:
- Confirm that the printer is running the latest firmware.
- If the latest version is causing the issue, check for the option to rollback to a previous firmware via the EWS or HP Smart app.

After reading all the Community post about lost ethernet connection from a recent update by HP 6.23.3.71-202502131608
I found a work around to resume my ethernet connection I had to manually set my IP address thru the EWS to a 196.168 .1.10 and change print speed to fastest available both suggestions found on this forum. However I was not able to scan using HP+ but after downloading a driver for the scanner I was able to resume scanning from my computer only. I hope this helps others as an interim fix .Thank you HP Community members for you help . PLS HP... fixes this update problem.

I have the OfficeJet Pro 8130e with the exact firmware (6.23.3.71-202502131608). I installed it yesterday. I immediately started seeing the Offline message. My LAN connection changed from my valid network subnet (192.168.xxx.xxx) to the bogus 169.254.xxx.xxx local IP address range. What bothers me is that if this has been a known issue for a while why is this FW version available? This is a low-quality workaround and a poor customer experience. Please escalate this to engineering and provide a permanent fix.
