How do I print to this printer reliably over the network? Where are the drivers? I have no interest in HP Smart app or whatever they are calling it. 

I expect to download and install drivers. Set up a TCP/IP printer with the IP address and print away. Why is this so hard?

I also think HP sucks.

Printer model would help here? Most printers have stand alone drivers listed at support.hp.com. Many models are also supported by HP Universal Printer driver or Smart Universal printer driver.
