Operating System: Microsoft Windows 11

I did a mobil fax yesterday.  Today I tried printing, HP 8710.  I cannot  print.  I have unplugged, restarted printer, desktop and modem.  I aslo uninstalled printer and installed, disconnected phone lines and power .  Nothing helps.  The line is under the handset on the display of the printer.  Please help. It is like the phone line is open, I don't know how to hang up!
