HP Officejet 6600 e-All-in-One Printer - H711a/H711g

When i put my hp all in one 27 desktop with windows 11 on the network my hp 6600 printer was negatively impacted. Printing was slow to start and scanning to the pc stopped working. Copy and faxing still worked. The error message I received when attempting to scan was printer can not connect to pc.  i also received message that the ocr software was missing and the printer didn't have an ip address. I just lived with this until i needed the scanner. I went to replace the driver. i downloaded the current driver  JimR12_0-1713463748177.png, on 4/3/24. I used the hp print and scan doctor to facilitate the process; the driver on the desktop was removed and I went to printer settings on the 6600 and pushed the restore network defaults button. Got a message network defaults are restored. The pad lock icons showed up - See below:

Temporary solution - I got a usb printer cable, turned the printer off, plugged in the cable, turned the printer back on and everything works perfectly. But I want to get the printer back on the network.

How do I:

1. Get rid of the pad locks? 

2. Prevent them from coming back?

3. Is the driver I down loaded the correct driver for the 6600 where devices sending print requests have windows 11, windows 10. or IOS 17.4.1?
