I assume you follow below steps to access the HTML Config Utility but adding the written steps to ensure that the correct steps are taken:

Additionally, when you click the HTML Config button, does the page opens in Safari or may open in any other browser?

 

If it opens in other browser than Safari, please make sure that Safari is your default browser and then repeat the steps, may you see any difference then?

Thank you so much, my friend! I had my default browser as Google Chrome. After switching it to Safari, the change went through immediately.
