Try the below suggestions-
Restore network default settings on the printer to prepare it for a Wi-Fi connection.

Most printers with a touchscreen: From the Wireless
or Setup
menu, select Network setup or Settings, and then select Restore Network Settings.
To connect the product with the Wireless Setup Wizard
1. Write down your network name (SSID) and WEP key or WPA passphrase.
2. Turn on wireless radio. a. Unplug the network cable. b. Touch Setup. c. Touch Network. d. Touch Wireless Radio, and then touch On.
3. Start Wireless Setup Wizard. ▲ Touch Network Setup Wizard.
4. Connect to wireless network. ▲ Select your network from the list of detected networks.
5. Follow prompts.

We have tried all the troubleshooting steps from our end, I think this issue needs some additional technical assistance that can be better provided through one-on-one interaction or a remote session with our HP Support team.

After working with Belkin support it looks like this HP printer does not support the WPA2 security. The router does not have an option to choose just the WPA security and the printer only recognizes the WPA security mode and not WPA2 or WPA3. Is there a way to upgrade the security mode on the printer?

The printer supports WPA/WPA2 security type but not the WPA2/WPA3.
You could set up the printer with a USB, refer to -https://support.hp.com/us-en/document/ish_2026111-1786193-16

I only have the option of choosing "WPA2 personal or WPA2/WPA3 personal" in the wifi security configuration setup of the router. I don't have the option of choosing only WPA/WPA2 and is why I am getting an error when entering the passphrase.

This printer model only supports the WPA encryption method due to its age. If you do not have this option on the router, you will have to remove the password to the router for the printer to be connected.
Note: This is not recommended as the network becomes open and unsecured.
