HP Smart has never in the two years I've owned my HP Neverstop been able to diagnose a printer problem associated with reconnecting the printer to WiFi network after it has been turned off or momentarily shut off by a power outage. I always have to use the Windows Systems Settings for Printers troubleshooter. AND the latter troubleshooter (Windows) tells me it can't diagnose the problem either BUT it actually reconnects the printer to the WiFi. Is the HP Neverstop printer an orphan product or something, that is not worthy of a software or firmware update to fix this issue????

Don't worry as I'll be glad to help, I appreciate your efforts to try and resolve the issue.
Let's try these steps to resolve the issue:

From the Home screen on the printer control panel, select the Service menu.

Navigate to the Smart Install option and select Off.

Restart the computer.
-
Try to print. If the issue persists, continue to the next step.
Perform a power reset and check connections:
-
If the printer is off, turn on the printer, and then check the printer status:
-
If the printer starts printing jobs from the print queue, then the printer is back online and you do not need to continue troubleshooting.

With the printer turned on, disconnect the power cord from the rear of the printer and from the wall outlet, and then wait at least 60 seconds.

Make sure the USB or network cable is securely connected and not damaged.

Make sure the router or switch cables are securely connected.
-
Restart your computer and wait for it to reboot.

Reconnect the power cable to the rear of the printer and into the wall outlet.
-
If the printer does not turn on by itself, press the Power button to turn it on.

Try to print.
