Welcome to the HP User Community.
"Flashing blue light" on a printer generally means the printer is not connected to the network.
Printer must be connected to your network,
iPhone must be supported (iOS version),
Application must be installed.
HP Smart Mobile requires that the user be signed into the application using HP Account credentials.
Printer must be added to the application (Add Printer).

Open the section for your printer series > Find your printer and supported applications.
