The complaint might be about HP Smart not being able to connect to Cloud Services.
On the other hand, if the printer is complaining, the printer might be having trouble with Web Services.
Neither of these are "inside your local network" and require the printer be able to access the Internet.
Yes, I realize that is a "wishy-washy" answer.
Straight Answer: I don't know.
That said,
Below are a couple of places to check...
Will any of it work? Maybe.
➡️ Make sure you are signed into HP Smart with your HP Account
Example - HP Smart - Windows - Main Menu

➡️ On the printer, toggle Web Services to Off - wait a couple of minutes (or one if you can't stand it) > Toggle Web Services to "ON".
➡️ In general, you can use the Embedded Web Server (EWS) to view and - for some settings - configure your printer.
What does this do? Well, it gives you access to the printer without having to type on tiny printer screen.
Example - EWS - Check Web Services status
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Web Services > Summary
➡️ Check the HP Smart / HP Connected to make sure your printer is added and status is OK

Click Flag to switch to your region

Log in your HP Account to update your profile.
