Hi:
Every HP Elitebook 1040 G4 has a SIM card slot.
What 90% of them don't have is the optional and expensive WWAN network adapter that connects to the cellular service.
In order for the SIM card to work, your notebook must have one of the following WWAN adapters present and enabled in the device manager under the Network Adapters device manager category.
Foxconn HP It4120 LTE/EVDO/HSPA
Huawei HP It4132 - LTE/HSPA+
Fibocom HP hs3210 WW HSPA+
If you don't see any of those 3 WWAN adapters listed in the device manager, you cannot use mobile broadband.
Be alert for scammers posting fake support phone numbers and/or email addresses on the community.
