none of the suggestions worked.

Since you've already tried most solutions, let's break it down clearly and tackle the issue step-by-step and also clarify what “Enabled Web Services” means.

 

What Are “Enabled Web Services”?

Web Services are HP's internet-connected features that allow the printer to:

  • Use HP ePrint (email-to-print)
  • Connect to the HP Smart App
  • Enroll and communicate with HP+ / Instant Ink
  • Perform cloud-based firmware updates

Enabling Web Services means the printer can access HP's servers for services like:

  • HP Smart Account authentication
  • Remote print jobs
  • Instant Ink status and activation
  • Print from mobile devices via cloud

If Web Services are not enabled or not working properly, your printer might show “Setup Incomplete”, and printing from mobile or desktop won't work even if scanning does.

 

Step-by-Step Fix for “Setup Incomplete” Issue

Reset Web Services

On the printer control panel:

  • Tap the gear/settings icon
  • Go to Web Services
  • Select Remove Web Services or Disable Web Services

Wait for confirmation, then restart the printer

Re-enable Web Services:
