@Thumpper, Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
The "Setup Incomplete" message on your HP OfficeJet Pro 9015e typically points to an issue with HP+ setup, Web Services activation, or Instant Ink account linkage. Since you've already tried most solutions, let's break it down clearly and tackle the issue step-by-step and also clarify what “Enabled Web Services” means.
What Are “Enabled Web Services”?
Web Services are HP's internet-connected features that allow the printer to:
- Use HP ePrint (email-to-print)
- Connect to the HP Smart App
- Enroll and communicate with HP+ / Instant Ink
- Perform cloud-based firmware updates
Enabling Web Services means the printer can access HP's servers for services like:
- HP Smart Account authentication
- Remote print jobs
- Instant Ink status and activation
- Print from mobile devices via cloud
If Web Services are not enabled or not working properly, your printer might show “Setup Incomplete”, and printing from mobile or desktop won't work even if scanning does.
Step-by-Step Fix for “Setup Incomplete” Issue
Reset Web Services
On the printer control panel:
- Tap the gear/settings icon
- Go to Web Services
- Select Remove Web Services or Disable Web Services
Wait for confirmation, then restart the printer
Re-enable Web Services:
- Go back to Web Services > Enable Web Services or Setup Web Services
- Let the printer print the information sheet
This reinitializes the printer’s connection to HP cloud services and often resolves the “Setup Incomplete” issue.
Reconnect to HP Smart Account
- On your computer or phone, open the HP Smart app
- If prompted, sign in using your HP Account
- Check if your printer shows up with a warning
- If it says “Setup Incomplete,” follow the prompts to finish setup
Reconnect to Wi-Fi (Optional but Important)
Even if scanning works, printing may fail if the printer is not properly registered to HP's cloud services:
- From printer display > Settings > Network Setup > Wireless Settings
- Make sure it's connected to a stable 2.4 GHz Wi-Fi network
- Check for an IP address under Wi-Fi Details
Restart All Devices
- Power cycle the printer (off > wait 30s > on)
- Restart router and computer/mobile
- Make sure no VPN is active on the phone or laptop
Factory Reset (if all else fails)
To Factory Reset:
- On the printer screen, tap Settings (gear icon)
- Go to Printer Maintenance
- Select Restore or Restore Factory Defaults
I hope this helps.
Take care and have a good day.
