Hi, we don't have wifi and have recently purchased Smar Tank 7605.
I use hot spot off my phone and have been mostly able to print without too much trouble.
The last two times I have tried it won't print.
The Wifi test report says its connected, has excellent connection strength and good signal quality. My laptop is connected to the same network.
my laptop is a windows, I purchased it in 2018.
When using the HP App I am able to scan and I'm using the app through my laptop.
after typing all of this it has now decided to print, probably 15 minutes after i asked it to, why is that?

I am not sure why it takes 15 minutes. Could be initial setup and having to download updates. Could be phoning home. Hopefully it is not checking to see if you have contract to buy ink from HP.
The printer supports the 2.4 and the 5ghz band. I assume your smart phone supports 5ghz.
You have an older laptop, possibly it only does 2.4.
The printer supports both bands so you are covered anywey.
I recommend you use WiFi direct
page 30 of users manual explains wifi direct
Basically you turn on wifi direct then look on your phone for the name of the 5ghz signal
and look on the laptop for the name of the 2.4ghz signal.
A printout report will show the name of the bands to find and the password to use.
