Click here for network setup using HP Smart but in a different language
you may need to reset the printer video here
setup using smartphone
https://www.youtube.com/watch?v=O_H8Imn6Z2Q
if no smartphone the wps pushbutton method is described on page 56 of the users manual. i think you have only 2 minutes to get back to the printer and set it up once you press the wps button on the modem.
full feature software march 2022
deskjet reference 3755 3720 3700 3752
Let me know if you have a flex system (WiFi boosters or repeaters) as the setup is much more complicated.

The 3700 only supports the 2.4ghz band as discussed here
You should have your ISP have the modem provide a different name for 5ghz and the 2.4 so the printer and HP Smart can assign the printer to the correct band.

It has the wrong IP address: The printer woke up and was given different IP address
-or-
it is not in the same subnet: The printer is part of a flex system
-or-
wifo not enabled
Get a printer report: see page 62
Here is the important stuff from a typical printer report. The password shown in WiFi can be the printers PIN or the modem's password depending on how you connected to the modem. The printer can have two bands but the only one that is connected will show up.
LAN | STATUS | IP address | SSID | Password |
WiFi | enabled | 192.168.1.15 | ATT-ARRIS-2 .4 | GuessAgain |
WiFi-direct | enabled | 192.168.23.1 | DIRECT-WHATEVER | BadGuess |
Wired | disabled | |||
USB | disabled |
Your Mac should be in the same subnet 192.168.1.x
or it could start with 10.x.y
Safari should be able to access the printer if it is is in the same subnet.
You could try to connect to the printer's WiFi direct address
