The subject line says it all.  Is there a way to get a printer to turn on via a Wakeup-on-LAN signal from any device using any operating system?

It will depend on whether the device is in standby mode or has completely shut off. Many units are now configured to completely power off in as little as an hour. The maximum setting is  hours of non-use. In Standby mode it should wake up without problems.

I don't mean in standby, I mean in off mode.  Although, stupidly, the printer can't shutoff after 2 hours (the current setting) because it's connected (it was wifi, it's now wired) - something documented in various places.  So I do have it on a schedule.
