I have a customer that tried updating his own firmware, and upon reboot after firmware installation from USB, the plotter  shows error 01.0.10. So I tried powering it down from the front in order to start it up and get into diagnostics mode. During shut down, the plotter gets part way through shutting down and displays a 08 firmware error, and will allow me to go no further. So I shut down the plotter from the main power in the back and attempted to try the service key combo to get into diagnostics mode "cancel+home+eject". The problem with that is, where the eject icon should be, its a question mark and the service key combo doesnt work. Tried installing firmware again, and i get the same results. The led lights on the formatter display as follows: 1 is flashing 2 and 3 are solid. Any help would be greatly appreciated.

This is all virgin territory for me, so I don't know how to answer the question about if the HDD can be the cause of this problem. I personally, guessing that is, that if the firmware is stored on the HD, then corrupt firmware may reside on that and become a problem. I can't say this is how these things work as HP doesn't give you that type of information. It is possible the firmware is written to the main board and formatter board and not read from the HDD on each bootup.
I can say, as you probably do know, the service manual points you to the main board before the formatter replacement to fix the code you are experiencing. The only firmware update problem I've ever had is when I interrupted a DJ800 during an update and it did fry the electronics module/main board.

Does the firmware reinstall work? I know this plotter has a usb drive input on the formatter when you can put a valid firmware file on the flash drives root directory and then turn on the plotter and the plotter will automatically perform the upgrade of the firmware. Have you tried it this way. If still no joy you may have to replace the formatter as the user may have done something wrong and blew it out.

It did not work, i tried it again myself via flashdrive with the same results.

Have you tried to simply put a known good version of firmware on a thumb drive and reboot the machine from the main power switch to see if it will accept it and install it properly?  It will find firmware almost instantly and ask if you want to upgrade it, otherwise I'm not sure what the issue is.

Sorry, when I posted I didn't scroll down to see there were previous posts recommending the same procedure.

No problem Tim.  The plotter acts like it successfully installs the firmware, then it errors out on initialization.

Looks like I am going to go ahead with the formatter. Is a T790 revision B plotter indicated by the B at the end of the model number?

HP Recommended

I am not sure about that revision#, but when I checked on a different model today on the firmware download site, you could download a small file that instructed you how to tell which version you have.  I beleive it is tied to the Product#.

Tried looking on Hp's site in the firmware download section for the T790, but it only shows 1 download and nothing about the revision. The Model number of the one in my case is CR650B, if that helps at all.

I'd never heard there were different revisions of that model, but since you'd mentioned it, and i have just left a Z3200 that does have 2 revisions, I wasn't sure if that may be something new to the T790 that I hadn't heard about. I would just download the one based on postscript or not, with the carriage size of your printer.
