I had the same problem after upgrading my router. The way I fixed it was.
Plug LAN directly into printer
On printer go to settings, network, then View Network Summary or print to get IP address.
type in IP address in computers browser
Then once in printers server go to settings, administrator settings
Uncheck control panel lock (I also disabled apps and eprint which I never use) hit apply wait and restart printer. All my settings are still there but now I can access wireless wizard.
I hope this helps anyone in same situation.

THIS WORKED ON MY Officejet 6600 - Thank you so much Candid04.
I'd like to note that on the 6600 I was locked out of all wireless features and receiving the error message about contacting the admin who set up the printer. Not only was I locked out but the printer was NOT connected to wireless, in fact, the wireless card was seemingly completely disabled as the blue wireless light on the UI was not lit at any time. I tried the easy to access factory resets and network resets and this did not resolve the issue. Accessing the EWS or IP was not an option as there was no wireless connectivity. IP was 0.0.0.0 and EWS wasn't even listed in my printer page so there was no way to access a control panel and renable functions. If this sounds like your problem - you must follow the instructions below from Candid04. Please understand that the back button will NOT be lit while you are doing this but you will feel tacticle feedback as you press the button. THANK YOU Candid04
After performing the semi-full reset my printer's wireless light flashed, then the printer went through a noisy set-up phase in which it printed several sheets of paper. After that I was prompted to set up the printer, asked about language and location and was then walked through the wireless set-up...all of this being done on the printers user interface.

THERE APPARENTLY IS NO ANSWER TO THIS QUESTION. "The feature has been locked by your administrator or the person who set up printer" - I have spent 30 years in IT and WASTED 4 HOURS OF MY TIME YESTERDAY. I read your forums, called, tried by IP address..... NOTHING!!!!
HOPE ABOUT A CLEAR ANSWER AND NOT A POINTER TO A DOCUMENT. DO YOU PRODUCTS WORK?

I have tried everything to resolve this issue. I have an HP8620. It is telling me that my features have been locked by the administrator, therefore I can't change anything. I need to get my printer back online ASAP. When I type the IP address into my web browser, it tells me there was a problem loading the page. Unplugging the printer and pressing the button 4 times does nothing, because the printer only recognizes one push. Pushing the back button 5 times does nothing, because once you get back to a certain point the button disappears. I even tried pushing that spot on the control panel after the light went off, just in case. Nada!

We followed this with some changes, and it actually worked! After weeks of suffering. Thank you!
1) if you can't find your IP address, connect your printer to an ethernet cable if you can
2) to find IP address, print Network Configuration page as described above
3) type the IP address into your web browser to access the printer homepage
4) click Settings tab on the bar across the top
5) then on sidebar, click Security
6) under Security, click on Administrator Settings
7) uncheck Control Panel Lock and hit Apply
😎 unplug the ethernet cable
9) turn printer off and wait 60 seconds
10) restart your printer
11) on printer screen, click on wireless icon on bottom left, let printer establish connection
12) click on home button
13) go to Setup -->Network Setup-->wireless settings
14) turn wireless switch on. If that doesn't work, use wireless setup wizard to log in to your wireless router. Make sure you have your router address and password handy!

I'm having the EXACT same issue. My IP address in the browser is going no where, the printer shows I locked everything last time I was there (darn) and now I can't get access. To anything.
What OTHER options? It's just a new wireless router name/password, sheesh.
