I had to reformat my computer and now when I plug in my HP LaserJet 3030 it doesn't work. The HP Universal Driver PCL5 automatically installed as well as the HP 3030 driver. If I try to print, the document is sent to the queue with a printing state. The printer is in its ready status. The unit is also not able scan. What needs to be done?

No ripping of the registry should be necessary. To clean up printer drivers all you need to do is go to Devices and Printers, highlight a printer, click Server properties from the toolbar and go to the Drivers tab. From here highlight and remove any drivers and the corresponding software that you like. Drivers must be removed from all printer objects before they can be deleted.
My appologies, the 3030 does not have a software package on Win7x64. All that you can download and install are the UPDs. The scan drivers are either built into Win7 or can be requested through MS updates. You may not be able to get all of the connected devices installed in the Device Manager, but the printer and scanner should atleast work.
Like I said once you have the printer object installed in Device Manager then you need to make sure the priner object in Devices and Printers is configured to a USB port. You can find this information under Printer Properties > Ports when right clicking on your printer from Devices and Printers.
PCL.XL error messages are associated with the PCL6 printer driver. You can stop those error messages by migrating to either PCL5 or Postscript.

The UPD may have interfered with the installation of the software. Your ports may be messed up and the scanner communication is off. It will be easier to wipe the slate clean and start fresh then troubleshoot all the potential problems.
I would try uninstalling both the current software and the UPD, download the latest Win7x64 software package from HP and try again.
When it is done make sure the printer is configured to one of your USB ports and that the scanner is displayed in the Imaging Devices area of the Device Manager.

Thank you for the response. I tried twice to rip out the printer listing and driver listings in the registry. There isn't anything to uninstall from uninstall programs.
Odd thing happened though, I came back to it a few hours later and it scanned, but couldn't print a document. Sometimes it prints a document with the following text:
PCL XLK error
Subsystem: KERNEL
Error: Unsupported Protocol
Operator 0x0
Position: 0

Excellent, this is working today.
When I removed the drivers, the hpcu155u.inf file could not be removed. Access denied.
I installed the HP Universal Printer Driver PCL 5 in traditional mode, it added a software printer as it should.
I plugged in the printer and it installed as normal. It found the HP Universal Printer Driver PCL 6 driver and used that. I went ahead and switched the driver to the PCL5 version.
Right now, it's working. Hopefully it stays.

Glad to hear you got it working.
That .inf should clear up after you reboot the spooler or machine. Something may still have been chatting to it behind the scenes when you last tried to remove it. Otherwise if you are not going to use the driver that is associated with it then you can ignore it.
