Unfortunately, I have run out of suggestions, short of speaking with Samsung's support for the Note 3.

I had also found a Thread on Android Central Forums, by doing a Google search for your phone, android version, OTG and HP printers that could be helpful to you.

I haven't tried this. It didnt work for me as well.
