Instant Ink Payments - No Ink

HP Recommended
HP 4500
Microsoft Windows 10 (32-bit)

I have been paying for this each and every month since June 2016 however, I have never recieved an ink cartiridge. I was not aware that if I do not print 50 pages a month I would still be paying a full year without ever recieving anything. Maybe I should just cancel this bc it doesn't seem to be helping cut cost for me. Please advise. Maybe I misunderstood the way this works.
