You will need to Contact HP to request a "Regionalization Reset". There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work. HP's web page on the subject is here.

What printer model? What cartridge are you replacing? Is the replacement cartridge the same number as the cartridge you are replacing? Are you using HP cartridges or third party?
Depending on the printer model then cleaning the cartridge contacts as shown in this document may resolve the issue.

I'm using a HP Deskjet F4100 Series. I opened a new HP 21 xl black ink
this ---- [URL=http://s196.photobucket.com/user/die4him72/media/HP%20INK/null_zps08dd3ae8.jpg.html][IMG]http://i196...

I put in the ink into the printer and it opens up a window
this ----- http://i196.photobucket.com/albums/aa159/die4him72/HP%20INK/null_zps14eefb33.jpg
Even the printer is flashing

I look at the inks and compare what could cause this, and I think maybe because one doesn't have a number it is a cheap version

Is the ink an imitation and causing the printer to reject it? (the printer will not shut off even if I press the power button)
