Hi patriciamh,
Sadly those steps won't work for you since your device is a LaserJet type..
Thankfully though your laser device is using PCL5 And 6.
So what you should do is download the full software from the web extract it and one of the extracted files should be a folder called UTIL, in it you should be able to find the Scrubber, run it and wait for the Uninstallation to complete, it will most likely prompt you to preform a restart, let it finish.
As soon as the computer will wake up.
Head into C:\Windows, in here you should be able to spot a folder called "twain_32" change its name to "twain_32 old" and preform a restart again.
Once it will finish restarting try to install the software again...
Best of luck~

SOLVED !
This simple solution worked and solved the problem.
Scanning now works again and has been for a few weeks.
I tried a lot of other posted solutions (re-installs, Registry edits, scrubbers... ) none worked except this one.
Thanks !

This worked for me too but you don't need to do all the steps. Just some.
FIrst open Windows Scan and Fax and attempt to scan something. Get the error message. Close message. Leave program open.
->>From your toolbar->Type “services.msc” in the "Search the Web and Windows box" (you may need to click the search icon first), and hit enter.
In the list find Shell Hardware Detection, click stop service.
Then find, Windows Imaging Acquisition, click stop service.
Go back to Shell Hardware Detection, click start service.
Then go back to Windows Imaging Acquisition, click start service.
Voila. Your scanner should connect and Windows Printer and Fax should scan.
Hope this is helpful and simpler.

To start the WIA service, you need to start all the dependency services. To start the dependency services, please follow the steps mentioned below:
->>Click on Start->Type “services.msc” and hit enter, once you get the services window up, please do the rest steps.
->>First check and note all the dependency services-:
->>Right click on WIA->Properties->Dependency tab, Check the services name listed there.
It should contain following services:
*Remote Procedure Call RPC
->>DCOM Server Process Launcher
->>RPC Endpoint Mapper
*Shell Hardware Detection
Make sure all the above services are started in the services list.
Last time we started Shell Hardware Detection, which solves our problem.
( this is important. Select "Shell Hardware Detection" and start that service which should start your "Windows Imaging Acquisition". If it does not then select WIA and change the start to 'Automatic'. This fixed my issues) After starting all the dependency services, please try to Start WIA service, it should resolve the issue.
i found this solution and it worked fine.. i too had the problem and was resolved thru this

This seems like the solution (I had to do something similar with my Kensington adaptor as well).
However in the version of Officejet software for my 8500 on the website :-
HP Officejet Pro Full Feature Software and Driver - OJ_AIO_P8500_A909_Full_Win_WW_140_408-5
When extracted the files you ask us to use (RemovePreinstalledDrivers, X64.MSI) don't exist.
So near yet so far!!
Any ideas where I could pick up copies of these files to get me outta this hole? A quick search of HP support isn't doing it.

Finally found a solution that works. I tried all the solutions suggested on this site:
I have an HP all-in-one laser jet - the CM2320 MUlti function with fax.
I re-installed latest software - did not help.
Tweaked the Windows Imaging Acquisition in the Registry - did not help.
Ran Scan and print doctor from HP - did not help.
Nothing worked until I saw this suggestion - download the HP Scan and Capture program from the Microsoft Store.
Now my scanner works again.
Thank you lord!!!

thanks A LOT, GNR2.
this is the only one that worked out of the lot, worked like a charm, super-easy, easiest of all for my HP DESKJET 1515 in WINDOWS10:
FIrst open Windows Scan and Fax and attempt to scan something. Get the error message. Close message. Leave program open.
->>From your toolbar->Type “services.msc” in the "Search the Web and Windows box" (you may need to click the search icon first), and hit enter.
