I have followed each permission step carefully with a) my original network folder, b) a recently created network folder and c) another new network folder just setup. In the EWS tool I am using the Network path shown on the Properties/Sharing window of the respective folders. The User name is admin, there is no password and no PIN.
It fails with each folder. I have hard rebooted my printer to delete the previous configuration and paths. I then reconfigured my printer and then followed your path above. Sorry. X-23, it's not working. Im beginning to wonder if it is the printer denying my access rather than the PC.

Hello @rlpinia,
It is very strange that the printers Scan to Network Folder feature fails to accept any folder you set up. I do agree with you that it seems like the printer is denying access. To verify that there are no corruptions within your HP Officejet Pro 8600 Premium e-All-in-One's programming I am going to send you a Private Message with the instructions on how to perform a Semi-Full reset.
Please follow the steps in the Private Message for the reset and post the result of the reset in this thread and not in the Private Message.
I look forward to hearing from you! 🙂

Unfortunately the device this occured on is not in warranty and HP will not support it any further. One person I spoke to at HP indicated HPSA can be problematic. Given lack of support and the acknowledgement the product has issues I'll continue to run without it.
Thanks for your offer of assistance.
