hp 3038 printer not printing is hookup to wireless conection. paper comes out with nothing on it.I have tured off and on that does not work. test page comes out with no writting on it,

Let us try performing a hard reset. Below are the steps:
-
Press the Power button to turn on the printer, if it is not already on.
-
With the printer turned on, disconnect the power cord from the printer.
-
Disconnect the power cord from the power source, and then wait 30 seconds.
-
If you previously connected the power cord to a power strip or multi-plug outlet adapter, reconnect the cord directly to a wall outlet to ensure the printer is getting enough power.

Reconnect the power cord to the rear of the printer, and then turn on the printer.

Load the original document or photo, and then start a copy job.
If the issue persists it can be an issue with the ink cartridges, so let us further troubleshoot:
Step 1: Check the estimated ink levels.
On the printer control panel, touch the Ink icon to display the current estimated ink levels.

If none of the ink cartridges are low on ink, you do not need to replace them yet.

If any of the ink cartridges are low on ink, continue to the next step.
Step 2: Replace any low or empty ink cartridges.
Replace any critically low or empty ink cartridges, press OK to align the ink cartridges.
An alignment page prints.
Step 3: Align the ink cartridges.
Align the ink cartridges for the best print quality.

Lift the scanner lid.

Place the alignment page with the print side down on the scanner glass, and then position it according to the engraved guides around the glass.

Close the scanner lid.

Touch OK to scan the page and complete the ink cartridge alignment.
Try to print. If the print quality is unacceptable, continue to the next step.
Step 4: Print a Print Quality Diagnostic page
Print a Print Quality Diagnostic page, and then evaluate the results.

Load plain paper into the input tray.
-
On the printer control panel, swipe the display to the left, and then touch Setup.
-
Touch Tools, and then touch Print Quality Report.

If any of the color blocks show white lines, are faded or are missing completely, continue to the next step.
Step 5: Clean the ink cartridges
Use the printer control panel to clean the ink cartridges, and then evaluate the results

Load plain paper into the input tray.

On the printer control panel, swipe the display to the left, and then touch Setup.

Touch Tools, and then touch Clean Cartridges.
-
The printer performs the automated cleaning process and then prints a Print Quality Diagnostic page.

If the print quality is acceptable, you can stop troubleshooting.

If the print quality is unacceptable, touch OK for a Second-level Cleaning when prompted to continue the next level of cleaning.

Once the cleaning is complete you can try making a copy and see if that works.
