Hi, I've had the 3700 for about a year. Problem just started with the printing (black) streaking. In a line of type, the top or bottom of the type is underprinted or not at all. Put in a new cart, same problem. Ran the HP Smart Clean Print Heads like 5 times, but each test sheet came out underprinted and streaky. I looked at the black cart- a bit of ink pooling, so wiped it off and reran. Problem got better, then worse. One sheet looked good. But next one was bad again.

Typically black (or color) printing with sharply defined missing sections is caused by an issue with the electrical connection between the cartridge and the carriage. Cleaning the electrical contacts on the cartridge as well as the mating connection in the printer may clear the issue. (Since the issue persisted after changing the cartridge it is more liklely to be an issue with the electrical contacts on the printer side.)
I would suggest cleaning the contacts on the printer and cartridge as shown in step 3 of the document here: https://support.hp.com/us-en/product/hp-deskjet-3700-all-in-one-printer-series/8954253/document/c050...

You need to change the black cartridge.
