I did all the troubleshooting protocol and swapped out the cyan ink cartridge and it's a little better, but I can still see a band of lighter area in the color sections. My printer is out of warranty.

Welcome to the HP Forums. I would be happy to help you with your HP Office Jet Pro 6830. I understand that you are getting print quality issues, and you have already done some preliminary troubleshooting.
Don't worry though as I have a few steps to determine the issue and find a solution as well,
- Check the paper.
- Check the print settings.
- Check for ink smears on the back of printouts.
- Check the estimated ink levels, and then replace any low or empty cartridges.
- Reset the printing system.
