@Neil0068, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
If all lights are blinking on your HP DeskJet 3630 All-in-One printer and the 'E' is flashing on the control panel, this usually indicates a serious error condition. It’s often related to:

  • Cartridge issues
  • Paper jam
  • Scanner error
  • Firmware or hardware failure

🔍 Try These Steps to Diagnose & Fix:

Check for Paper Jams

  • Open all accessible areas (input tray, output tray, cartridge access door).
  • Remove any jammed paper or bits stuck inside.
  • Turn the printer off and back on.

Check Ink Cartridges

  • Open the cartridge access door.
  • Wait for the carriage to stop moving.
  • Remove both cartridges and check:
    • Are they properly seated?
    • Are you using genuine HP cartridges?
    • Any tape left on the contacts (if newly installed)?
    • Any ink leakage or damage?

Reinsert them securely and close the door.

Reset the Printer

  • With the printer turned on, unplug the power cable from the printer.
  • Unplug from the wall outlet.
  • Wait 60 seconds.
  • Plug it back into a wall outlet directly (not a surge protector).
  • Reconnect to the printer and turn it on.

Check for Specific Blink Pattern

  • If the 'E' is blinking, usually an error code number follows (like "E1", "E3", etc.).
  • Try to spot any number shown briefly after the E — this can help pinpoint the exact issue.

Update Firmware (if possible)

If it powers on normally for a short time:

@Neil0068, Thank you for response.

And Thanks for the extra detail — that helps a lot.

🔁 Here's What You're Describing:

  • Power light blinks
  • All lights flash, including the “E” on the screen
  • Ink cartridge lights DO NOT come on
  • Using genuine HP cartridges
  • Printer is an HP DeskJet 3630 All-in-One
  • The issue happens before the printer can do anything — so it's stuck early during power-on.

This pattern usually points to a firmware crash, corrupted startup sequence, or hardware failure (often logic board or scanner issue). But let’s rule out everything before we assume the worst.

🔧 Try This Full Hard Reset (Different From Just Unplugging)

1. Make sure printer is turned on.
If not, press the Power button once.

2. With the printer still ON, unplug the power cord from the back of the printer.

3. Unplug the other end from the wall socket.

4. Wait at least 90 seconds.
(Important: This clears capacitors and resets internal memory)

5. Press and hold the Power button for 15 seconds (while it's still unplugged).

6. Plug it back into a direct wall outlet (avoid surge protectors for now).

7. Reconnect the cable to the printer and power it on.

I hope this helps!
