We have 8 Dell PC's all running 64bit Windows 10 and only one of them has successfully installed this new printer. I use a Mac and also have had no problems connecting to it. We're all on wireless connections and all are admins. The ones who can't use it see the printer but it is listed as being offline. I'm not convinced that all the drivers are loaded and suspect only the scanner might be.
I've tried most if not all of the suggestions posted here (the Doctor app, which hung/failed; stopping the spool, clearing stuff out and restarting; removing all trace of HP install and retrying from both full pack and basic driver; etc) but have had no luck. In one of the posts here there was a mention of a different driver? Anyone got any ideas? We might have to send the thing back and buy something else for our small charity...

Appreciate all your time and efforts.
I recommend you delete the driver at the root level and Install the drivers, follow the steps below:
Remove the USB if connected
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose `Delete' or `Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between "printui.exe" and "/s")
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
Then, Click on this link: https://support.hp.com/us-en/drivers/selfservice/hp-officejet-pro-8710-all-in-one-printer-series/790... to download and install the Printer Full Feature Software and Drivers.
If the issue persists, connect the printer using the USB and Change the connection from a USB to a Wireless Connection.

I followed your steps and can print using USB. So that's one of the seven PC's sorted! The issue must therefore be something to do with wireless and wifi connectivity.
If it were AV/Firewall, as all our machines run on the same s/w and policies, the two of us successfully connecting over wifi would not be able to do so.
We are all on the same network/SSID.
I tried switching encryption to WPA from WPA2-AES and had the printer rejoin the new network as well as one of the non-connecting PC's. No luck connecting the two. (Also, if two of us are connecting OK using WPA2-AES, why wouldn't the rest?)
I also tried Direct Wireless, to no avail.
Keen to hear next steps, please?!
