There are two separate issues, let us address them separately:
1. It appears that black ink has leaked in the printer. The area you are seeing is called the service station. It is normal for there to be black looking ink in this area. The ink is actually a mixture of black ink and color inks. To keep the nozzles from clogging the printer "spits" some drops of ink from each nozzle. It is not necessary or desirable to clean the service station area.
2. Black not printing. The troubleshooting steps in the document here may help resolve black not printing on your Photosmart 7520. Go through the steps in order. [Edit - sorry, I did not put the link in. It should work now.]
