I do not understand why HP cannot just post the solution to this common problem instead of making me go through all this hassle.

Check for Flashes: If you see flashing lights on your HP device, this might indicate a hardware diagnostic mode or error state. Consult your laptop's or desktop's manual for details on what the flashing lights mean.
2. Boot into Safe Mode
Access Advanced Startup Options:
- Restart your computer and press the F8, Shift + F8, or Esc key during boot (depending on your computer model) to access Advanced Startup Options.Alternatively, if you cannot access Safe Mode directly, you can use a Windows installation media to boot into recovery mode and then select Troubleshoot > Advanced options > Startup Settings > Restart > and then choose Safe Mode.

Solution provided by HP Support on the telephone:
1. Unplug the printer power cord at both the back of printer and the electrical outlet.
2. Wait a minimum of 60 seconds
3. Replug the power cord in both places
Worked like a charm. I do not understand why HP doesn't just post this solution.
