Blue screen with error 00829c98 has not disappeared despite following every possible instruction on this page. Any help will be appreciated.

I'd like to help!
I understand you are receiving a "00829C98" error on the printer screen.
We can perform a factory defaults on the printer to resolve the issue
Reset the product
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Unplug the power cord from the wall outlet.
- Wait at least 60 seconds.
- Plug the power cord back into the wall outlet.
- Reconnect the power cord to the printer.
- Turn the printer on. HP recommends plugging the printer directly into a wall outlet.
To restore the printer to the original factory defaults
1. On the printer control panel display, from the Home screen, swipe left to see ( Setup ) and touch ( Setup ).
2. Touch Tools, touch Restore Factory Defaults, and then follow the onscreen instructions

Hello, I have followed the above directions multiple times and after a few minutes the blue screen error comes back.
When I try to diagnose I'm getting computer does not recognize the USB device.
Everything was working great until yesterday. I went to device manager and the printer shows its there.
