Can I reduce/enlarge on HP 3636?

No.

As a lower-end model it only offer standard document copying, it do not offer any settings such as reduce/enlarge, brightness/contrast, etc.

 

Only copy number can be selected, as shown by the following article:

Well that stinks!  Did not know that as it seems like it should be a pretty standard option.  If I'd seen that I would have bought a different machine.  Thanks for your prompt answer!

"Stinkiness" aside, if you like, using the Full Feature Software for your printer, you can scan the document into your computer (save the scan) and then print the file in a size / scale more to your liking.

 

Scanning from the Computer (Windows)

 

and

Using the HP AiO Printer Remote App (Windows 10)

we  were informed when  we  ordered  the   3630   that   we   could  enlarge a copy or  from  our   computer  .

if   this  is  untrue    we   want  to return  the one  we purchased  and   trade  up  to  one  that   enlarges   copies.

If you purchased the printer from HP.com, you might call the number listed in your confirmation / order emails that you would have received from HP.  

 

If you purchased the printer from other than HP.com, then you perhaps return the printer to that vendor / store / place of purchase.

On the 3630 enlarge or shrink feature should be on this printer and all printers/scanners. It just doesn't make sense not to have the feature unless they are using it as a marketing scheme. It's probably on the next model or two up and it's probably the only extra feature between the two. If this is how HP is treating consumers I'm not buying any more of their products.
