Installed 4 brand new HP ink cartridges, got the notification that I could claim an HP reward. Click the button that says Claim Reward, get an error that says it can't connect. Any advice?

Just ignore the message. The "rewards" message is out-dated.
Unfortunately, the original offer was tied into the printer software - once the campaign was over the message was still stuck in the setup. Lesson learned - HP no longer ties rewards to software. For those printers that could be updated with newer print software, the message was removed; some older printers (for which there is not newer software available) show the old message.
As noted below, any "deals" and rewards (when available) are now posted at the company store.

- No update for you printer? Ignore the rewards message and the request to update the driver.
