@JoopR Thanks! So that means if you need to reset the configuration and re-run setup to change the location.

@micha77 Maybe give this a try to see if it fixes your toner issue.

Downloaded the zip. Switched on the printer. Used USBSend.exe to send rfu file. After short time and klicking on display the printer was doing a reboot. However still Location: China after reboot. Tried another factory reset. Did not work either.

Btw. this is the options helptext of the USBSend.exe:

USBSend.exe download utility for LaserJet printers
Copyright (c) Agilent Technologies Corp. 2004-2005

Typical Usage: USBSend [-v] [-bc<secs>] [<filename>]
Options:
-v : issue the ACL Get Version command
-d<filename> : download the specified .ELF file to the printer
-k<firmware ELF file>
: kamino asic specific download that pads the file to a
a multiple of 16 bytes to work around a bug in the kamino
bootcode. This is not required, but it may speed the
download. However, it is not compatible with the platform
download verification used on 2nd gen platforms.
-bc<#seconds> : hold the channel open for the specified # seconds
to allow back-channel status to arrive
-o<filename> : write all back-channel status to the specified
file (requires the -b option)
-a<filename> : append all back-channel status to the specified
file (requires the -b option)
-u : issue the ACL Get 1284 String command
-e : display EEPROM contents (512 bytes)
-re : repairs the EEPROM's CRC
-i : issue the ACL Get Build Info command
-l : dump the Trace Log to C:\KaminoLog.txt

-? : shows this help menu
-rt<Addr> <nBytes> <filename>: issue the ACL Read Table command to inspect
an arbitrary section of memory, Filename optional,
put results into file, else print results
-wt<Addr> <filename> : issue the ACL Write Table command and
download the contents of the indicated
comma delimited file to the specified address
-wt<Addr> <Value> : issue the ACL Write Table command to modify
the contents of a single data memory address
-t<FormatterSerial#> : communicate only with the printer having the
specified 16 digit Formatter serial number
-we <offset> <value> : write the eeprom at offset to value. Value is a
32 bit hex value and offset is also in hex
The number of bytes sent depends on number of characters in value
-wm<MacAddr> : write the specified 48 bit (12 hex digit) MAC
address to the EEPROM
-ws<Serial#> : write the specified 12 digit Product
serial number to the EEPROM
-wu<FormatterSerial#> : write the specified 14 digit Formatter serial number
to the EEPROM
-bw<filename> : burn the specified file to the Firenze wireless
module's onboard flash.
-p<INIfilename> : configure the timebase PLL with the values read
from the specified .INI file. Note that you
MUST SPECIFY A FULL PATH with the filename !!
If the .INI file is in the current directory
then you can type: -p.\filename.ini
-wl<mask> : configures the logger to only store strings issued
by those entities whose IDs are in the mask
-PJLinit : issues the @PJL INITIALIZE command and hence
restores factory defaults
-c<filename> : download and burn bootcode (ATLANTIS SPECIFIC)
-f<fax filename> <filename> : get the fax and store it into filename
<filename> : the print job to be sent to the printer

I wonder if PJLinit option might help. Worst case you could build a @PJL INITIALIZE print job and send it to the printer.

I checked the event log and found confirmation for my country code issue:

See message: "Cartridge region is incorrect for printer".

Hopefully I can find out how to change printer region ...

@Micha77, When I changed out my formatter board for the new replacement, I recall it triggering a setup of the printer like JoopR had. I don't know what caused it, but I thought it might be related to the forced storage init (pressing and holding the touchscreen) on startup or the "System->Save and Restore->Restore Default" action. My guess is you probably need to get a factory default event to occur and you should be able to select the right country.

Also, for anyone interested in that usbsend.exe utility - it's available right from HP: https://ftp.hp.com/pub/softlib/software12/ready2dl/USBSend.exe

Firmware RFU can be found here:
https://ftp.ext.hp.com/pub/softlib/software12/ready2dl/HP_Laserjet_Pro_M28_M31_Multifunction_series_...

I wonder if it might be used to push a new firmware image to the formatter board with the bad firmware. Unfortunately, I won't be able to check it until this weekend, but anyone who still has the issue might want to try it.

So my printer was working perfectly on Nov. 2,  Then after HP bricked my MFP M281 FDW and the Resend upgrade error started appearing. I did the firmware downgrade like a lot of people did and after that the 79 error appeared and upper roller quit working. Soon after that the error 49 started and just kept rebooting non-stop. Then a purchased a formatter board on ebay from the guy in florida and received it and installed it. Everything came to life. It prints but it gets all jammed up when it comes out the top of the printer. (The Image and text is all on the paper and dry, but bunched up like an accordion and I have to pull it out by hand), It did not do this before. I did notice that this board is from a MFP M281 CDW and mine is a MFP M281 FDW. If that makes any difference. Anybody has any suggestions on this one.

Thinking maybe after downgrading the firmware after the Resend upgrade error it might have damaged the upper roller when i tried printing the first time after the downgrade and that might have damaged the upper roller when i had to pull the paper out to clear the jam. I don't know, Im just thinking out loud.

The boards should be interchangeable between the two models. I’d suggest checking that the back door is shut correctly and that nothing got in there while you were swapping the board. Check to make sure the side panel was reinstalled correctly. Then, if you’re still having the issue, I’d open the side panel and recheck all of the ribbon connections to make sure they’re good and inspect the ends of the ribbons to make sure they’re not delaminating.
