I don't use my printer often and after a number of months of inactivity, the printer is now saying the cartridges (962XL) are empty.  The warranty on the cartridges exprired in 2023.  I cleaned the contacts and shook them.  Did not fix.  I don't understand how this could happen without some sort of warning that they are getting low.  And why are they all at the same zero level?  The black one is showing ~25% but I can't print black and white unitl I change the colour ones.  Do these cartridges expire?

The cartridges were installed in Dec 2021 after the factory installed ones ran out quickly.  My printer usage is 285 pages for its lifetime.  Internet says I should be getting 700 pages.

Ink likely dried out.

Once opened and installed, ink cartridges require regular use to prevent them drying out and becoming unusable.

"A number of months of inactivity" is too long between uses.

Print something about once a week --

Yes - cartridges expire --

"The warranty on the cartridges expired in 2023."

The cartridges themselves can "expire" when the cartridges are opened and installed but not used often enough.

No, it's not a plot to trick you into buying more ink.

Printing once a week, perhaps a test page, can help maintain the printer in working order, regardless of printer brand.
