This is my first post which is I'm making to answer my own question for the benefit of the community.
There is a physical issue on my HP Officejet Pro 8600 that masquerades as a software or driver issue.
When using the printer as a copy machine and attempting to resize the image, there appears to be only one option--100%.
But this is not true. All of the option are present. But the led under the right menu arrow has burned out. The physical button underneath this arrow works just fine. If you press where the led light used to be you get all of the expected resizing options.
Don't do what I and legions of others have done. There is no need to find the secret menu and reset to factory defaults.

Perform a power reset
- Turn on the printer, if it is not already on.
- Wait until the printer is idle and silent before you continue.
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Wait at least 30 seconds.
- Plug back the power cable straight to a wall outlet and printer without any surge protector.
- Turn on the printer.
Update the printer firmware
