I have gone through your Post and I appreciate all your efforts in troubleshooting this issue
i understand that you are unable to remove the cartridges since the carriage wont move
You can try updating the Firmware from this Link: https://support.hp.com/us-en/drivers
If the issue persists, Please check your private message icon on the upper right corner of your HP Forums profile.
Next to your profile Name, you should see a little blue envelope

In case this helps someone else... AFTER going through all sorts of hoops to get in touch with HP .. nd trying everything I saw this cleared the error
Removed the cord from the back..
OPENED the case so that I can see the cartridges
Plugged the printer back in and VOILA the printer woke up.
Who knew? Hope this helps someone..
