In reading the simple setup instructions, it indicates to connect the usb cable when instructed. Is this a requirement during setup and if so, why doesn't HP include a USB cable?

You most likely don't need a USB cable.

 

If your computer is wirelessly connected to your network you would not need a USB.

 

If your computer is connected via Ethernet you would need a USB to connect the printer through your PC, however, you may connect it to the network using any Apple or Android mobile device instead.

 

Press and hold the Wireless and Cancel buttons until the Wireless light and Power light starts to flash. You must complete the network setup within 2 hours.

 

If your computer is connected with a wireless connection to your network, install the HP Software now and you will not be asked to connect a cable.

 

If it is connected with a network cable, follow Connect a printer that does not have a touchscreen control panel below, either with WPS (if your router supports a such) or with HP Smart from your mobile device:
