The simple answer is Yes, at least in the USA.

Do double check the information:

Open the Instant Ink website,

Set your region (click flag),

Scroll down, look below the " Sign Up Now " box and click "Check to see if your HP printer works with Instant Ink"

HP Instant Ink - Sign-up / Sign-in

Click Supported Countries (top right of Website) - Change Flag to your country
