HOW COULD THIS BE RESOLVED?

Did you swap used boards between printers? Did you install a new replacement formatter and not transfer the TPM module from the old formatter to the new?  If yes, that is the problem. If new, transfer the TPM from the old formatter to the new one. If it was a used board  you may be able to disable the TPM through the t menu but keep in mind doing that erases all data. (that may not even work but worth a try). If disabling the TPM does not work the device is useless.
