I have a Color LaserJet MFP M281fdw printer connected to my home wifi (Fios router). When I try to set up Google Cloud Print from my printer control panel or logged into the printer settings from my computer, I click "Print Claim Sheet," I hear a click in the printer after a few seconds as if it is starting to print, and then the printer's screen returns to the home screen and nothing prints. How can I get it to successfully print the claim sheet? I get the same result whether from my computer or the printer control screen.

I tried all of the methods. When I try to install from the printer or from the advanced setting, it send info to Google and warms up as if it is going to print the info sheet, but then stops. I am able to install it from my computer and it even seems to connect properly. But when I send a print from my phone (for example), it does the same thing: warm up and then stop. I cannot get it to print anything through google cloud print.
It prints without problem from our computers (connected via wifi) and HP cloud print works just fine.
I can live without the Google Cloud print, but it bothers me because it should work and I would like to have it.

Are you able to print from your Computer using Google Cloud Print? Because according to this document, your Printer does not support Google Cloud Print: https://support.hp.com/us-en/document/c04550279

I am able to print via wifi and HP Connect.
I assumed that the printer would work with Google Cloud Print since the printer’s on-screen menu has the option to register with google cloud print, the admin settings has it, and this was not an inexpensive printer so I assumed HP would provide support with its higher end home printers.
If there is no way to connect it, I would be pretty disappointed with HP since there are many lesser printers that are compatible.

According to the document from Google and the previous document attached, this printer does not support this feature.
Since the option is available on the printer, make sure you have tried the steps mentioned in this document.
You may print anything from your iPhone using the HP Smart app or AirPrint option to print.

Apologies for jumping in unannounced.
The printer is supported for Google Cloud Print, as part of the M280 series which includes M281 too, this is also clearly listed in its specifications, see the Printer smart software features section within its specs:

Please print and evaluate a Wireless Test Report, ensure there are no warnings or alerts in the report.
To print the report tap Setup > Self Diagnostics > Run Wireless Test and evaluate the report.

My network connection is fine, and the printer can print from HP Connect over the internet. None of the troubleshooting fixed or addressed my issue.
When I open the advanced printer settings from my computer, go to the Google Cloud Print tab, then click: Print Claim Sheet, the printer warms up and makes a sound as if it was starting to print, but then abruptly stops without printing, without an error, and without any message to confirm that a page was printed.
I have also tried printing the Google Claim Sheet directly from the printer but get the same result.
